WHO Collaborating Center für „Social Participation in Health and Health Care “

Im Juni 2026 wurde das erste WHO Collaborating Center für Social Participation in Health and Health Care (kurz: WHO CC Social Participation) designiert. Es ist an der Gesundheit Österreich GmbH im Kompetenzzentrum Zukunft Gesundheitsförderung angesiedelt. Das WHO Collaborating Center wird die Umsetzung der WHO-Resolution zu „Social participation for universal health coverage, health and well-being“ in den Mitgliedstaaten unterstützen.

Die WHO versteht unter ‘Social Participation‘ (dt. Partizipation, Beteiligung)  die Stärkung von Menschen, Gemeinschaften und der Zivilgesellschaft durch inklusive Beteiligung an Entscheidungsprozessen, die die Gesundheit beeinflussen. Die Arbeit des WHO Collaborating Center umfasst im aktuellen Arbeitszeitraum (2026–2030) drei Kernbereiche: 

  • Capacity Building: Es unterstützt den Kapazitätsaufbau zu Beteiligung bei Akteur:innen im Gesundheitsbereich durch Aktivitäten wie eine „Summer School“, Webinare und, auf Anfrage, Kooperationen und Beratung zwischen Ländern („Twinning“).
  • Erhebung und Verbreitung von Wissen zu den Erfahrungen der Mitgliedsstaaten: Das WHO CC dokumentiert  Methoden und  Umsetzungsgrad der WHO-Resolution in den Mitgliedsstaaten und trägt so zur Dokumentation und Verbreitung von Erfahrungen zu Beteiligung aus den Mitgliedstaaten bei.  Zudem werden regelmäßig Updates zu Beteiligungsaktivitäten auf der Website „Health in Transition“ erstellt und Erfahrungen in den Webinaren geteilt.
  • Beteiligung an Forschungsvorhaben: Es beteiligt sich an gemeinsamen Forschungsprojekten unter der Leitung der WHO. Geplant ist die Mitwirkung an der Entwicklung von Indikatoren zur Dokumentation und dem Monitoring der Umsetzung der Resolution.

WHO Collaborating Center Social Participation in Health and Health Care

In June 2026, the first WHO Collaborating Centre for Social Participation in Health and Health Care (WHO CC Social Participation for short) was designated. It is based at Gesundheit Österreich GmbH within the Compentence Centre for Future Health Promotion. The main objective of the Collaborating Centre is to support the WHO in implementing its resolution on ‘Social participation for universal health coverage, health and well-being’ in Member States.

The WHO Collaborative Centre’s work is divided into three main working areas for the current working period (2026–2030): 

  • Capacity building: It supports capacity building through activities such as a ‘Summer School’, webinars and, upon request, partnership initiatives between countries (‘twinning’).
  • Compiling and disseminating experiences from Member States: The WHO CC contributes to the documentation and dissemination of experiences from Member States by monitoring the implementation of the WHO resolution. In addition, regular updates on participation activities are posted on the Health in Transition website, and experiences are shared in webinars.
  • Participation in research projects: It participates in joint research projects led by the WHO. Plans include contributing to the development of indicators to monitor the implementation of the resolution.
